COLVILLE TRIBAL EMPLOYEES

The Confederated Tribes of the Colville Reservation (CTCR), and Colville Tribal Enterprises Corporation (CTEC), have merged their Risk Management Program. Included in that merger are the following Tribal and CTEC Programs: Tribal Benefits Office, CTEC Benefits Office, Workers Compensation, Fleet insurance, Property & Casualty Insurance and TOSHA, (including Environmental Safety). The Tribal and CTEC Benefits Office, Fleet, Property & Casualty Office and the TOSHA Office will be temporarily located in the TOSHA Building, located behind I.H.S. Workers Compensation is temporarily located in the Accounting/Enrollment Building on Agency Campus.

Convalescent Center News

November 10th the residents went to Two Rivers Casino, those attending were Joe Waters, George Quintasket, Jerry Sam, and Ace Williamson. Staff attending were Donna Marchand Act. Director and April Smith NAC/Transport Aide.

October 27, 2005, the residents were taken to Boxing at Coeur d’Alene Casino; those attending were Joe Waters, Tom Watt, Jerry Sam, Emmett Agapith, Alan Stratton, and James Monaghan. Staff attending were April Smith NAC/Transport Aide, Melynda Covington NAC, Tina Drywater LPN, and Junky Pakootas, Maintenance. Congratulations to Billy “the Kid” Drywater on his victory!!!

CTCC residents and staff want to give a huge Thank You to the Dietary Department for cooking us a wonderful Thanksgiving Dinner on November 17 and November 24, 2005.

CTCC will have a “Tree of Sharing” up at the I.H.S. Building and at the A-Frame Tribal Building for our residents Christmas gifts. We want to thank everyone in advance for providing Christmas Gifts for our residents at Colville Tribal Convalescent Center.

CTCC will be having our residents and family Christmas Dinner at Noon and opening residents’ presents with Santa Claus at 2 p.m. on December 21, 2005 at CTCC, everyone is welcome.

New resident: Larry Thomas. Good luck to Alan Stratton, who discharged to home in Wellpinit.

EMERGENCY SNOW PLOWERS
Request for Proposal



DESCRIPTION
The Confederated Tribes of the Colville Indian Reservation is seeking letters of interest from individual private snow plowers. The Colville Confederated Tribes seeks snow plowing contractors to plow qualified tribal member home sites in the four districts, in accordance with applicable standards.

Colville Confederated Tribes Background
The Confederated Tribes of the Colville Reservation is a Sovereign Nation. Presidential Executive Order established the Colville Reservation in 1872, with a land base of 1.4 million acres located in North Central Washington State. The Administrative Headquarters are located at the Colville Indian Agency Campus, approximately 2 miles south of Nespelem, WA.

Individual Snow Plower
Will receive their assignments from the Branch of Roads Manager or his designee. An assignment list for the snow plowing will be developed by the Branch of Roads. BIA Branch of Roads will inform plowers when to go out and start plowing, but direction can also come from the Program Designee for each district. The Branch of Roads will monitor the program to ensure accountability and assignment compliance.

SAFETY
All applicable regulations pertaining to safety, the Contract Manager shall strictly adhere to including Tribal Occupational Safety and Health Act (TOSHA) standards and regulations. Particular care shall be exercised in connection with the operation of vehicle and other equipment on the site. The contractor, as required, shall provide safety barriers and equipment.

WORK SCHEDULE
Working hours for the contractor will normally be on an as needed basis, but generally between the hours of 7:30 am and 4:00 pm including Saturdays, Sundays, and Federal holidays with no overtime rate.

START OF WORK
The date for actual start of work will be coordinated between the Contracting Officer and the Contracting Officer Representative.

DRIVERS LICENSE
Contractor must possess and maintain a valid Washington State Drivers License during the contract period.

AUTOMOBILE LIABILITY INSURANCE
The Contractor shall maintain Automobile Liability insurance on all owned and non-owned Motor vehicles used in connection with the scope of work pertaining to this contract. The Automobile Liability insurance will have the minimum limits of $50,000 per accident.

EVALUATION
Respondents will be considered and evaluated on the factors described below based upon a demonstrated ability to provide quality plowing and proven experience and past performance.

The selection will be based upon evaluation of the following evaluation criteria, provided with each letter of interest:
1. Price (per hour)
2. Copy of Valid Washington State Drivers License.
3. Evidence of Insurance information including name, address and telephone number.
4. Tribal Employment Rights Ordinance (TERO) Requirements
5. Contact Information

The Contracting Officer will accept Letters in an envelope or appropriate label “Snow Plowers – Letter of Interest.” Email and/or fax copies will be accepted. The snowplow season will effectively begin November 22nd, 2005. Letters will be accepted on a continuing basis until February 1st, 2006.

Director, Plateau Center for American Indian Studies
Washington State University invites applications for the position

The College of Liberal Arts at Washington State University invites applications for the position of Director, Plateau Center for American Indian Studies. The position begins August 16, 2006, and is full-time (12-month) with potential for tenure in an academic department within the College of Liberal Arts.

This is an administrative position with responsibilities in service, research, and teaching/course development and reports to the Dean, College of Liberal Arts.

Required: Earned advanced/professional degree in a discipline represented within the College of Liberal Arts with focus on Native American Scholarship; Demonstrated experience with collaborative projects between tribal and non-tribal organizations; Demonstrated knowledge of federal, state, and tribal government and Indian programs and relations; Evidence of effective oral and written communication skills with academic professionals, support staff and diverse constituencies external to the University; Demonstrated understanding of issues surrounding American Indian service, education, and research; Experience managing personnel and programs, administering budgets, financial planning, and program development; Evidence of grant procurement and garnering financial/in-kind resources to support programs and/or establishing new institutional partnerships; Intimate knowledge and personal experience related to Native Americans of the Northwest traditions and cultures. Desired: Experience in development/management of facilities; Demonstrated success mentoring junior scholars/students; Demonstrated experience planning/carrying out conferences, conventions, symposia, and workshops; Experience related to the Plateau Tribes.
