Counter Terrorism Training Exercise held Oct. 4-6 at Grand Coulee Dam

NO TALKING—USE ARM & HAND SIGNALS—During a Media briefing/orientation that started about noon on Wednesday, Oct. 5, it was explained that the Training Exercise started at about 6:00 a.m., Tuesday, Oct. 4, and that it would end about 6:00 a.m., Thursday, Oct. 6. The exercise was held to determine what the Grand Coulee Security Response Force needed to do to overcome any threat, and how to use the assistance provided by Local, State, Federal, and Tribal agencies. The only place that wasn’t off limits to the Media during the Training Exercise was the Visitor Center. Inside of the Visitor Center, high school students played the part of people who were wounded. The 5-men team above enter the building to look for any terrorist that may be inside the building, and to determine what needed to be done to evacuate the wounded.

PROVIDING FIRE SUPPORT—One of the five members of the security team stays by the door to provide any fire support that may be needed to protect the members of his team...and to look for any enemy personnel that may be still in the building.

TREATING THE WOUNDED—USBR personnel provide the medical treatment needed to take care of the wounded, and to prepare them for evacuation. A helicopter was used to evacuate some of the wounded. A “Public Notice” from the Bureau of Reclamation stated: “The purpose of the exercise is to test how agencies can communicate, coordinate, and respond to a terrorist threat at Grand Coulee Dam”.
