Since 1938 Elections are held each year so Candidates
can run and try to win a seat on the Colville Tribes Business Council

NESPELEM, WA.—An Election was held on a proposed Constitution and By-laws, and Colville Tribal Members either voted by Absentee Ballot or at one of the polling places located within the Reservation on Saturday, Feb. 26, 1938.
The results showed that 503 voted in favor of the Constitution and By-laws, and 76 voted against it, and that over 30 percent of those entitled to vote cast their ballot. The Commissioner of Indian Affairs, John Collier, approved the results on April 19.
The first election for selecting Tribal Members to the Colville Business Council was held on June 4. According to paragraph two, Section 1, Article III of the Constitution, the two Candidates who received the most votes in the Inchelium, Nespelem, and Omak Districts would serve two years, and the Candidate with the highest number of votes in the Keller District would also serve two years.
Also the two Candidates in 3rd and 4th place in the Inchelium, Nespelem, and Omak District would serve one year, the Candidate with the 2nd hightest votes in the Keller District would serve one year.
The next year (1939) those seven (7) Council people elected for a one-year term had to run for re-election! Four of those original seven Council people kept their seat on the Council, and would serve a two-year term. After 1939, elections were and are still held every year for seven Council positions.
Four of the events or changes that have occurred since 1938-1939 are as follows:
*For the first time a PRIMARY ELECTION was held on May 14, 1983...and afterwards the GENERAL ELCTION was held on June 18, 1983!
*Colvillle Tribal Members voted in June 1984 on two proposed Amendments: Amendment VIII (Referendum) passed with 1,304-Yes votes and 532-No votes...and Tribal Members said no to Amendment IX (Four-year term on Council), the vote was 598-Yes votes and 1,247-No votes!
*Since 1983 the four candidates who received the highest number of votes in the Inchelium, Nespelem, and Omak Districts in the Primary Election advanced to the General Election...where the two candidates with the highest number of votes won a seat on the Council in each of their respective districts.
In 1991, the Council passed a Resolution stating that each Council position in the Inchelium, Nespelem, and Omak Districts will be numbered. One will be identified as Position One, and the other as Position Two. The two Candidates who received the highest number of votes for each specific position advanced to the General Election.
*And on June 21, 1997, Tribal Members said no to three Referendums: REFERENDUM A—Enrollment (Yes-818 and No-857)...REFERENDUM B—Colville Business Counci Four Year Terms (Yes-490 and No-1,192)...and REFERENDUM C—General Election held in November instead of June (Yes-655 and No-1,026).
